A 21-year-old guy accuses ex-Andaman Chief Secretary and Labour officer of gangrape; an SIT has been formed.

Two working bureaucrats, an IAS officer from the 1990 batch and the Chief Secretary of Andaman and Nicobar (A&N) Islands, have been accused of sexual assault and gang rape in Port Blair by a 21-year-old woman.

In response to her complaint to the Director General of Police, A&N Islands, on August 22, an FIR was lodged on October 1 at the Aberdeen police station in Port Blair, and police have formed a Special Investigation Team (SIT) to investigate her allegations.

A Senior Superintendent of Police leads the SIT, and police are protecting the woman.

Jitendra Narain, Chief Secretary of A&N Islands, until three months ago when the alleged event occurred, and R L Rishi, appointed as Labour Commissioner in A&N Islands, are the two officers accused of rape by the victim and identified in the FIR.

Narain presently serves as the Chairman and Managing Director of the Delhi Financial Corporation. According to sources close to him, he has sent a “detailed representation” refuting the claims to the Prime Minister’s Office and the Union Home Secretary, among others. Narain declined to comment on the “absurd” charges when reached in New Delhi.

Rishi could not be reached for comment, and his office informed The Indian Express that he was on “medical leave.” The license plate of the car indicated by the woman — in which she was transported to Narain’s house — is registered in Rishi’s name.
